Re your mill: here there would be a group of interested people looking after a relic like this and have it put on a national register. that's why everything in the UK is preserved, whether needed or not.
I suppose it's better to preserve the unwarranted than to let important sites fall into ruin. And the UK does have a strong international tourist economy to which preservation contributes. We need to do more in this country, but we still have a young nation culture where "old" is unfashionable. Preservation is always a struggle here.
